android/hal-ipc-api: Prefix GATT HAL with Client or Server GATT HAL implements both client and server. All commands and notifications are prefixed with proper role. Android 5 enhanced both client and server API with new commands and events so codes will no longer be continuous. This will make tracking client and server commands/notifications easier.
