bass: Rework Scan Delegator to handle BAP streams This updates the Scan Delegator implementation to be handled internally in BASS: The BASS Server is responsible to handle Write Commands for the Add Source operation by creating long-lived PA sync, parsing the BASE, creating and configuring BAP streams, as well as enabling them.
